PROBLEM TO BE SOLVED: To convert from PS(program stream) to TS(transport stream) in real time without re-encoding video data and without increasing a data quantity. ;SOLUTION: This device is provided with an encoding parameter inputting device 5 inputting various kinds of parameters required for encoding the bit rate of the whole PS, the encoding parameter of voice data, etc., an encoding parameter calculating device 6 calculating the bit rate of video data and the quantity of a padding packet to be inserted to absorb the increased part of a data quantity generated at the time of multiplex-system conversion from PS to TS in order to convert to TS of the same bit rate based on the bit rate of the whole PS, and a multiplexer 7 constituting encoded video data and voice data respectively to be a video PES packet and a voice PES packet, preparing the padding packet of a quantity reported from the device 6 and multiplexing the three packets to generate PS.;COPYRIGHT: (C)1999,JPO
