PROBLEM TO BE SOLVED: To guarantee a telegraphic message against trouble occurrence to a network by decentralizing a load to WWW servers and performing consistent session administration. SOLUTION: Users access trade servers 113 and 114 from WWW browsers 101 and 102 through a connection request distributing device 104 and WWW servers 105 to 107. If trouble occurs to the network 103 among the WWW servers 105 to 107 at this time and the transmission of process results to the WWW browsers 101 and 102 is a failure, WWW gateways 108 to 110 hold the unsent process results in a common file 118. Then when reconnection requests arrive from the WWW browsers 101 and 102, the WWW gateways 108 to 110 refer to session information 119 of the common file 118 and when a session state is an in-connection state and there is an unsent process result 121 the unsent process result 121 is sent again to the WWW browser 101.
