PROBLEM TO BE SOLVED: To provide a rust preventive agent with sufficient rustproofing effect against corrosion of steel such as reinforcement in a concrete structure even under the status of lower pH on the condition of existence of a chloride ion without trouble such as human damage or hardening retardation of the concrete or mortar.;SOLUTION: The rust preventive agent for the steel consists of a complex salt of 1 or more kinds between wolframic acid and molybdic acid and citric acid, and a concrete or mortar composition contains the rust preventive agent. Water added with the complex salt of one or more kinds between wolframic acid and molybdic acid, and citric acid as the rust preventing agent by 0.01 mol/L-0.5 mol/L is used when kneading the concrete or mortar, or the complex salt is added to the cement by 0.02 mol/kg-1 mol/kg.;COPYRIGHT: (C)2002,JPO
