PROBLEM TO BE SOLVED: To obtain a judgment method for a wetting degree, in which the resolution of the wetting degree is enhanced further and in which the wetting degree of snow can be judged. ;SOLUTION: A plurality f object samples whose wetting degrees are different and whose freezing degrees are different are irradiated with measuring light whose infrared absorption is changed largely due to the wetting degree of an object, and they are irradiated with reference light whose infrared absorption is changed little due to the wetting degree of the object. On the basis of the intensity of reflected light by the measuring light and the reference light, the wetting degree of the object samples is found. The intensity of the reflected light by the measuring light or the reference light is put on one axis, and the wetting degree of the object samples is put on the other axis. A characteristic diagram for judgment is formed on the basis of data on the intensity of the reflected light by the object samples and on the wetting degree of the object samples. An object to be judged is irradiated with the measuring light and the reference light, the intensity of reflected light and the wetting degree of the sample are found, and the intensity of the reflected light and the wetting degree of the object are made to correspond to the characteristic diagram.
