PROBLEM TO BE SOLVED: To provide a greening bed rock to provide at the part, exposed during swelling, of an embarkment with a sufficient bulk head function and be hardly washed away due to running water and to provide a greening method. SOLUTION: Elastic fibers made of synthetic resin are deformed in a loop- form state and molded in a mat-form manner, and formed integrally with the surface on one side of a fiber material mat layer 1 having a void with which soil dressing is wrapped and in which vegetable roots are stretched.
