PURPOSE: To smooth the running of a wrapping machine by winding a guide rope on a double drum capstan fixed to a wrapping machine mounting main body frame, and starting the capstan to run the wrapping machine. ;CONSTITUTION: A revolving frame 1 is moved to a cable band 9 to guide a wrapping wire drawn out from a bobbin 2 to the inner-most groove of a capstan of a tension device 5a. After that, the wrapping wire is wound from the outside to the inside several times along the groove, and it is finally guided to the outer-most groove to carry out wrapping work from the end of the cable band 9 through a winding roller. Then, the wrapping machine is stopped in the neighborhood of an intermediate point, and the wound wrapping wire is cut off. Successively, the bobbin 2 is replaced to guide the wrapping wire to a capstan groove of a tension device 5b, and the front end thereof is connected to a cutting-off section of the wire wound on a horizontal cable 4.
