PROBLEM TO BE SOLVED: To extend the service life of a steel plate column by suppressing the progress of the oxidation and corrosion at the root portion of various kinds of existing steel columns and the progress of deterioration due to neutralization or ettringite formation or the like at the concrete foundation on the ground surface supporting and surrounding the root portion. SOLUTION: On the outer peripheral surface of the root portion of a steel column, a heavy corrosion-proof root-wound laminate mainly comprising a glass fiber layer and a surface mat layer impregnated with a vinyl ester resin solution is fastened and fixed, a deteriorated portion of the foundation at the ground surface is scraped off and a recessed portion is formed on the top surface, anchor pins are erected at the bottom surface of this recessed portion, the recessed portion is filled with resin concrete, the resin concrete and the foundation at the ground surface are adhered strongly together, the resin concrete is raised and formed toward the root portion of the steel plate column and adhered to the heavy corrosion-proof root-wound laminate, and the root portion of the steel plate column, foundation at the ground surface, and the resin concrete are serially formed to one united body which is strong and watertight.
