PROBLEM TO BE SOLVED: To speedily provide the product of high market competition power onto the market by easily and speedily determining the optimal product concept of high user satisfaction degree.;SOLUTION: Inputted request information is analyzed (step S20) and on the basis of the analyzed request information, the evaluation index of scale, which is previously stored in a storage device, for quantitatively measuring the degree of achievement, which is contained in the request information, of a latent benefit due to the target product for a user is weighed.
