PROBLEM TO BE SOLVED: To provide a technique for efficiently performing working or measuring with high precision by using a short pulse laser beam of an absorbing wavelength (or multiple photon absorbing wavelength) according to a substance. SOLUTION: Precise working is performed without influencing any thermal affect on a workpiece, internal working is performed for a medical technique in the case of observing the state of the inside of a skin and for a transparent body of glass or the like by collecting light energy to the workpiece with high density utilizing characteristics of space concentration (a high quality Raman laser beam), time concentration (a short pulse Raman laser beam) and absorbing concentration (a wavelength variable Raman laser beam) to the workpiece and instantaneously gasifying a solid. A short pulse Raman laser having excellent beam quantity is used as the laser, and a Raman medium or the like is used as the wavelength corresponding to the absorbing wavelength of a target substance. Thus, light is efficiently concentrated on the target substance to be absorbed.
