PROBLEM TO BE SOLVED: To readily care a scalp night and day and to raise a much higher hair growing effect.;SOLUTION: A binder body 14 is constituted of an obverse and reverse cover 11, a great number of hair care papers 10 bound at the central part of the cover 11 and a small bottle 12 to be freely inserted into and removed from a hole 13 of the cover 11. An hair tonic such as a hair growth stimulant, a hair growing agent, etc., is previously fed to the small bottle 12. A user enters a toilet of individual use, takes out the binder body 14, pulls out one sheet of the hair care paper 10, brings the hair care paper into contact with the scalp and cares the scalp to remove water such as sweat, sebum, dirt, dust, etc. After the care of the scalp, the small bottle 12 is taken out from the binder body 14, the hair tonic in the small bottle 12 is sprinkled on the scalp to massage the scalp.
