PROBLEM TO BE SOLVED: To realize the profitable operation of power generation facilities by reducing the burden of a power generation supplier on initial investment cost for the gas turbine power generation facilities using an intake cooling device for producing an increase in output power.;SOLUTION: In a gas turbine power generation plant where the intake cooling device 6 for spraying water droplets into intake facilities 4 guiding intake air to a compressor in the gas turbine power generation plant owned by the power generation supplier is installed by a service supplier so that an increase in output power can be produced by the operation of the intake cooling device, a service rate is calculated corresponding to an increase in output power of the gas turbine due to the operation of the intake cooling device in accordance with operation data for the gas turbine and the intake cooling device and charged to the power generation supplier.
