PROBLEM TO BE SOLVED: To provide a new method of distributing software.;SOLUTION: When storing a user file formed by a computer software in an external memory device 201, an operation terminal 200 encrypts the file with an encryption key for storage. When taking out the encrypted file stored in the external memory device to develop it in a program working memory 205, the operation terminal 200 requests a decryption key corresponding to the encryption key of the corresponding file from a software distribution management server 100 through a network 300. The user file is decrypted by the decryption key from the server, and developed in the program working memory, and the decryption key used for decryption lapses.
