PROBLEM TO BE SOLVED: To minimize the exposure of active ingredients to a high temperature when composite pellets containing the active ingredients encapsulated in an encapsulating material for a controlled release of the active ingredients are highly efficiently formed, and make the application of an encapsulating material having a low melting point and effective ingredients being sensitive to heat possible. SOLUTION: This method includes a process for manufacturing solid granules (1) containing the encapsulating material and the active ingredients, a process for generating a stream (2) of the granules (1), a process for heating the granules (1) in flight, a process for cooling the pellets in flight until at least the surface layer is solidified, and a process for collecting the pellets. In this case, for the process for heating the granules (1) in flight, one section of the encapsulating material located on the surface of each granule (1) is molten. At the same time, the molten encapsulating material spread on the surface of each granule (1) is made into a substantially uniform surface layer in the process for heating the granules (1) in flight.
