PROBLEM TO BE SOLVED: To provide a congestion judging apparatus capable of exactly discriminating whether the run of own vehicle is one during congestion or not.;SOLUTION: The congestion judging apparatus comprises a vehicle speed sensor 3 for detecting the own vehicle speed, a preceding vehicle detecting distance measuring sensor 5 for detecting a vehicle preceding own vehicle, a timer 41, and a running condition judging unit 35 for judging the traffic to be in congestion. The apparatus judges the condition to be in congestion, if the preceding vehicle detecting sensor 5 detects a preceding vehicle while own vehicle speed is below a specified speed for a fixed time timed by the timer 41, from a time when the vehicle speed detected by the speed sensor 3 lowers below a specified speed.;COPYRIGHT: (C)2002,JPO
