PROBLEM TO BE SOLVED: To provide a proposal sheet management system for perusing the contents of a proposal and accompanying information such as the improvement measure contents by a web browser and adding/updating the accompanying information by the browser in improvement proposal activity or the like. SOLUTION: Sheet data handling image data read from the proposal sheet of a paper medium and the information accompanying the proposal as one set are prepared and stored. When the perusal of the sheet data is requested, an HTML text for which a part where the image data and the accompanying information of the stored sheet data are one set and an input form for adding/ updating the accompanying information are gathered is prepared and perused by the browser connected by a network.
