PROBLEM TO BE SOLVED: To provide a sound insulating wall with an active mechanism capable of preventing the field of view from being blocked due to an increase of a height of the sound insulating wall, improving safety, and achieving friendly environment.;SOLUTION: A passing part allowing noise radiated by a moving noise generation body to pass and a sound insulating device dividing the passing part are provided. The sound insulating device is constituted by incorporating an analog or digital acoustic device consisting of a microphone directed toward a roadway side, a control circuit converting the noise received by the microphone into a signal wave indicating a reverse phase at the same amplitude, and a speaker radiating the signal wave converted in the control circuit to a private land side to radiate the signal wave having the reverse phase by inverting a phase of the received noise in the same direction as the noise passing the passing part.;COPYRIGHT: (C)2002,JPO
