PROBLEM TO BE SOLVED: To provide a governing control device of a hydraulic power plant having high follow-up characteristic of a plant's output for an output command value of a power generator. SOLUTION: By reflecting variation of the output command value of the power generator to control output of a governor control device 4 with feed forward, the follow-up characteristic of the output of the power generator for the output command value of the power generator can be improved without changing a characteristics of a closed loop system comprising a control deviation output apparatus 3, the governor control device 4, a governor actuator 5, and a feedback of the output value of the power generator.
