PROBLEM TO BE SOLVED: To provide a method for stably producing a plant growing medium from dehydrated sludge. SOLUTION: The method for producing a plant growing medium from dehydrated sludge comprises the 1st fermentation step to promote the primary fermentation until the dehydrated sludge satisfies a prescribed condition, the 2nd fermentation step to remote the secondary fermentation by heaping the dehydrated sludge after the primary fermentation, the granulation step to crush and stir the dehydrated sludge after the secondary fermentation and obtain the granulated sludge, and the drying step to heat and dry the granule of the dehydrated sludge.
