PROBLEM TO BE SOLVED: To provide a pay broadcasting system applicable to various services by enabling an execution of not only a broadcasting program but also a service of a software delivery, a music contents delivery or the like, and enabling a peculiar management of a key delivery or accounting by each provider.;SOLUTION: The pay broadcasting system comprises a broadcasting channel and a communication channel 2004 and transmits encrypted program contents data by broadcasting. The system further comprises a means 2001 for multiplexing key delivery information indicating the delivery of decoding key information according to the broadcasting channel or the communication channel with a broadcasting signal and transmitting the multiplexed signal.
