PROBLEM TO BE SOLVED: To provide a toll road management system and a drive plan proposal system that can suppress traffic congestion by uniforming the traffic of a toll road.;SOLUTION: A user accesses a road management server 10 and makes a reservation for the use of the toll road. A reservation toll is so set that the less the number of reservation items corresponding to the reserved date, a zone and a time zone of use is, the lower it is. In using the toll road, a user's ID is transmitted to the road management server 10 from identification devices 22, 24 at the entrance and exit of the road. On the basis of this, the use zone of each user is specified to carry out tolling processing. A drive plan proposal server 14 refers to a reservation management data base 28 or an integrated data base 34 according to an application from the user and proposes a travel plan for reducing the road toll and acts for the user for the reservation to the road management server 10.;COPYRIGHT: (C)2002,JPO
