PROBLEM TO BE SOLVED: To provide a vegetation concrete unit and its construction method contributing to greening of the ground and a face of slope by sufficiently rearing a vegetation plug only by inserting it while allowing construction on both soil and a concrete mounting base. SOLUTION: A plurality of vegetation plug insertion holes 2 are bored in a rectangular or square porous concrete panel 1, and a water retaining material 3 is laminated on the back face of the porous concrete panel 1.
