PROBLEM TO BE SOLVED: To reduce a number of times of calculation in the code retrieval of vector quantization and a number of codes in a code book without deteriorating the auditory quality of an audio signal at the time of decoding when the audio signal is encoded by a vector quantization method and the quantity of pieces of information is reduced. ;SOLUTION: When encoding is performed in an encoding part and an audio code having the minimum distance, from among the auditory distances between a sub-vector prepared by dividing an audio feature vector and the audio code in a code book 3 on the transmitter side, is selected, a part complied with a sub-vector element having high auditory importance is treated by neglecting the positive/negative sign showing the phase information in an audio code selecting part 102, comparative retrieval with the audio code in the code book 3 on the transmitter side is performed, the phase information corresponding to the element of the sub-vector extracted in a phase information extracting part 107 is separately added to the obtained result and is outputted as a code index.;COPYRIGHT: (C)1998,JPO
