PROBLEM TO BE SOLVED: To improve a winding device of a fiber machine to manufacture a cross-winding bobbin which is furnished with a bobbin frame to hold a winding pipe of the cross-winding bobbin between winding pipe reception plates, a drive device built in the bobbin frame and to freely control the number of rotation and a thread traverse motion having a separate driving means. SOLUTION: The drive device 27 is free to load by a braking current to stop the cross-winding bobbin 11, the braking current forms a moment in the opposite direction of the revolving direction SR of the cross-winding bobbin 11, the drive device 27 is arranged on a slide bush 35, and the slide bush 35 is supported on a support casing 23 tree to aerodynamically move against adjusting force of a spring element so that one of the winding tube reception plates 38 is free to move outside in the case when it is required to open the bobbin frame.
