PROBLEM TO BE SOLVED: To provide phosphosilicate gel and a proton conductive material superior in proton conductivity and not lowering proton conductivity in an atmosphere of dry and high temperature and their manufacturing methods. SOLUTION: The phosphosilicate gel and the proton conductive material which comprises the phosphosilicate gel have peaks at around 0 ppm and -11 ppm, or at around 0 ppm and -11 ppm and -44 to -52 ppm, on the 31P MAS- NMR spectrum in the conditions that standard solution is 85% H3PO4 solution, measuring frequency is 121.419 MHz and the number of revolutions is about 5000 Hz. Phosphoric acid is added to and mixed with tetraalkoxysilane in the existence of water which contains an acid condensation catalyst, and then a sol is prepared. When the sol is processed to the gel and heat-treated, the phosphosilicate gel is manufactured.
