PROBLEM TO BE SOLVED: To adjustably move a substance between spaces divided through a partition wall without allowing the substance inside a partition chamber to flow at a time toward the outside, without completely releasing a connection mechanism between a bolt and a nut, and without requiring large-scale equipment such as a valve mechanism.;SOLUTION: In an adjustment bolt, an outflow groove is provided from the intermediate part of a thread to the tip part of the bolt. In a adjustment nut, an outflow groove is provided from the intermediate part of the thread to the end face of the nut. In a tank and a pipe adjusting port, an outflow groove is provided from the outer end face of the thread to the intermediate part of the thread. In the storage tank and the pipe adjusting port, a groove is provided from the outer end face of the thread to the intermediate part of the thread to extremely simplify processing work without requiring complicated electric and mechanical structures, and also extremely simplify the processing work.
