PROBLEM TO BE SOLVED: To provide a system for enhancing the awareness of water saving by grasping the conditions of city water for domestic use. SOLUTION: When 'consumption reference' is selected out of an initial menu (S0) on a touch panel 23 (S1), the consumption or rates of any arbitrary month can be referred to. Namely, since the screen of 'reference month entry' is displayed (S2), on this screen, the desired year or month to refer to is inputted. When the consumption of city water in the inputted year or month is already fixed on the basis of a reference rate calculation day in Figure 7, the consumption of city water, water rates and sewage rates are calculated by an arithmetic processing part 22 and displayed on the touch panel 23.
