PROBLEM TO BE SOLVED: To enable a user to use electronic money (digital cash) without generating shortage of the balance caused by overuse of the electronic money and without consciousness of the balance of the electronic money.;SOLUTION: This system is constituted so as to have a medium 100, a payment demand part 210, a payment execution part 120, a minimum balance setting part 130 for setting beforehand the amount of money usable only for a specific use as the minimum balance in the medium, a use judgement part 140 for judging whether the use of the electronic money is the specific use or not at the payment time of the electronic money, a balance judgement part 150 for judging whether the balance total of the electronic money after payment becomes below the minimum balance or not, and a control part 160 for controlling so that payment of the electronic money is forbidden if the use of the electronic money is judged to be out of a specified use and the balance total of the electronic money after payment is judged to become below the minimum balance.;COPYRIGHT: (C)2002,JPO
