PROBLEM TO BE SOLVED: To inexpensively develop a menu with high probability of popularity.;SOLUTION: A menu cost calculation server of an information management center 2 calculates the cost of a menu on the basis of the cost and quantity of materials composing a menu recipe of application information sent from an applicant terminal 3. A menu information evaluation server determines application information of a calculation result by the menu cost calculation server within a predetermined error range to a desired purchase price as determination object information. The menu information evaluation server determines menu recipes of application information with comparatively high number of applications from the determination object information as commercialization candidate information of menu recipes which can be commercialized.
