PURPOSE: To produce a thiourea dioxide solution commercially advantageously with little loss of chemicals and energy consumption and to effectively bleach pulp for paper manufacture using the same. ;CONSTITUTION: Thiourea and a peroxide, or thiourea, a peroxide and a reaction catalyst, otherwise thiourea, a peroxide, a reaction catalyst and a chelating agent are mixed to produce a thiourea dioxide solution in the absence or presence of pulp.
