PROBLEM TO BE SOLVED: To enhance the convenience for an user by simplifying the procedure to be executed by the user in utilizing a settlement of accounts system not needing the payment of money at a place for purchasing commodities and the services.;SOLUTION: When the user A selects a commodity D in a vending machine 10, connects a portable telephone 1 to the vending machine by means of a cable 16, and pushes a transmission button 18, a control part at a vending machine side controls the portable telephone, and calls an information center C by a communicating function of the portable telephone. A server device of the information center receives the information on the price of the commodity, the vending machine ID and the portable telephone number, and determines whether the delivery of the commodity is available or not. The vending machine discharges the commodity selected by the user to a taking-out port 17 when it receives an OK signal from the server device through the portable telephone. The information center totalizes the charge for using for each user every month, and informs the charge to a portable telephone company of the user.
