PROBLEM TO BE SOLVED: To provide an artificial floating structure which is not semi- permanently sunk and to permanently generate a spring rising flow. SOLUTION: When a foaming molding is carried out by adding a foaming agent to a molten waste plastic, a foaming molding is carried out by pouring the molten plastic into a container made of metal thin plate such as copper. Thereby, an artificial floating structure on which shells are not deposited can be manufactured.
