After the transaction term is agreed, the transaction management center 5 receives the payment from a purchaser to perform the payment for the transaction, and requests the delivery of a commodity related to the transaction to the purchaser to the store terminal 3. When the receipt report of the commodity related to the transaction is received from the purchaser, the center 5 requests the transaction management center 5 of the other country, when a seller is in the other country, to pay the cost of the commodity related to the transaction to the seller. When the payment request to the seller in its own country is received from the transaction management center 5 of the other country, the price of the commodity is paid to the seller.
