PROBLEM TO BE SOLVED: To allow respective IP(Internet Protocol)-VPN(Virtual Private Network) routers to establish and control a packet transfer path for VPN on an autonomous and distributed basis when constructing the VPN on an IP network, and to reduce the load on a network manager or a network managing function.;SOLUTION: When an IP-VPN router has a new additional terminal, the IP-VPN router reports additional information of the additional terminal to all other IP-VPN routers. When an IP-VPN router receives a report, the IP-VPN router checks whether a packet transfer path for VPN, which corresponds to the VPN that the new terminal belongs to, is established with the IP-VPN router as a sender of the report. If not established, the IP-VPN router as a receiver of the report establishes a packet transfer path for VPN, which corresponds to the VPN that the additional terminal to the IP-VPN router as the sender of the report belongs to, with the IP-VPN router as the sender of the report.;COPYRIGHT: (C)2002,JPO
