PROBLEM TO BE SOLVED: To allow a building operator that is a customer to safely use an energy-saving service for reducing the operation cost (energy cost) by an energy- saving work so that the cost of the work can be donated from the reduced amount of the operation cost.;SOLUTION: A part of the amount of divided payment collected from the building operator as an equivalent for the energy-saving service is reserved on the building operator side. When the energy-saving quantity for a fixed period in a building facility is less than a reduction guarantee quantity, the amount corresponding to the deficiency is canceled by the accumulated amount from the amount of divided payment.
