PROBLEM TO BE SOLVED: To provide an apparatus capable of controlling the propagation of water bloom in lakes and marshes or the like, where an area is wide and the satisfactory movement and exchange of water are not performed only under a natural condition, so as to suppress the same or to kill water bloom. SOLUTION: A shading member 1 is appropriately arranged to a part of the surface of the water of lakes and marshes L or the like to be controlled so as to suppress the propagation of water bloom or to kill water bloom to cut off the surface of the water from light over a required area and air sending cylinders 2 and 2a are vertically provided on the bottom of the water under the shading member 1 and the bottom of the water of a non-shading part and, in the daytime, air is supplied to the air sending cylinder 2a to aerate the water of the non-shading part to move the aerated water to the area under the shading member 1 and, in the nighttime, air is supplied to the air sending cylinder 2 to aerate the water under the shading member 1 to move the aerated water to the non-shading part.
