PROBLEM TO BE SOLVED: To set versatile individuality to each individual maintaining the tendency of population. SOLUTION: A characteristic value distribution that indicates the range of a degree of the character of a population is to be set for every type of plural characteristics that represents the tendency of the population, and a characteristic value included in each characteristic value distribution for an arbitrary individual attached to the population is to be extracted randomly. Further, a correlation data, a relation of combination of extracted characteristic values to both input pattern and behavior pattern is to be prepared. The behavior pattern that varies with individuals to each type of the input pattern appears by porting a characteristic value table that shows a combination of different characteristic values for every individual and a correlation data for each characteristic value.
