PROBLEM TO BE SOLVED: To provide a collision shock absorber capable of preventing a secondary disaster and minimizing the area of traffic control by an accident by decreasing the rupture of the shock absorber and scatter of cushioning material at a high speed collision and eliminating the loss of cushioning performance.;SOLUTION: This shock absorber 1 formed by sealing the block-shaped cushioning material 5 in an outer cover 6. An opening part 7 communicating with the inside of the absorber is provided in a part of the outer cover 6, i.e., in the bottom surface 6a of the outer cover 6. As the cushioning material 5, a lightweight material with high energy absorption efficiency is used selectively, and the outer cover 6 uses either one of fiber-reinforced plastic, steel plate such as stainless steel, rubber-like elastic material sheet, and resin film formed by spraying, pouring, or sticking or thermally fusing a resin sheet.
