PROBLEM TO BE SOLVED: To produce a water-penetrating bio mud-solidified material utilizing waste materials by using unnecessary materials generated socially, the effect and object of which are the eradication of thick growth of weeds, the wide reduction of artificial fertilizers, the use of no herbicide, a countermeasure to acid rain for trees, the improvement of social environment, the reduction of the costs of tree and park management, the reduction of environmental CO2, or the like, the harmonization of a high age society with a greening, the promotion and settlement of construction of barrier-free sidewalks, and further, to solve the problems of cleaning environmental atmosphere and water quality by mixing effective microorganisms for reducing tree pathogenic bacteria and malignant microorganisms presenting in such area.;SOLUTION: The weed-inhibiting material is obtained by using the following basic formulation: 0.65 m3 mud from tap water cleaning, 0.35 m3 burnt ash and waste material obtained from road sweeping, 300 kg cement-based solidifying material and 3 kg straw (5 cm), provided that the water content of the mud from tap water cleaning is set at 80%.
