There are provided an application program developing system and an application program developing method in which, in a case where a plurality of developing tools are formed in the same computer, even when any developing tool is active, the input states to the other developing tools can be held, and a storage medium in which an application program developing program is stored. ;An application program developing system 1 for developing an application program that forms a plurality of developing tools including at least a first developing tool 2 and a second developing tool 3 on one computer, commonly uses input means of the computer for the input to each developing tool and operates on a target system, is characterized in that the first developing tool 2 has accepting means 2a for accepting an input to the second developing tool 3, and the second developing tool 3 has holding means 3a for holding an input state accepted by the accepting means 2a while the first developing tool 2 is activate.
