A device for easily determining the occurrence of a short-circuit short circuit in the load circuit resulting from the generation of heat that exceeds a predetermined limit. The device includes a fuse to detect the charge current flowing through the charge circuit and generate a detection signal. A control circuit is connected to the fuse to determine whether a short circuit has occurred. The determination circuit calculates a first parameter related to a period of time in which the load current exceeds a reference current value. The second parameter relates to a second period of time in which the load current is equal to or less than the predetermined current reference value. The control circuit accumulates one of the parameters at each predetermined time interval to calculate an accumulated parameter value and determine the occurrence of a short-term short circuit based on the cumulative parameter value.
