System is designed to test a network when it is not powered up and involves dynamic measurement of the network resistance or impedance at a given acquisition frequency and means for recording the measured values. The acquisition frequency is fixed at a level high enough to allow determination of the shape of any rapid variation of the measured value produced by a network incident. An Independent claim is made for a method for modifying an existing system for detecting isolation defects in a middle tension network.
