A synthesis inducible eucaryotic promoter having a transcriptional activity which contains, for example, a heavy metal sensitive DNA sequence originating in a natural promoter of a base sequence represented by one of SEQ ID NOS: 1 to 4; a substance capable of inducing the transcriptional activating effect thereof; a recombinant expression vector having a site allowing the insertion of a foreign gene ligated to the above promoter; an eucaryotic expression kit comprising eucaryotic cells carrying the above vector and the above substance capable of inducing the transcriptional activating effect; and a method for expressing a foreign gene in an eucaryotic system by using the same.
