A method for characterizing policy changes involves.receiving a new policy tree at a network element in a network. thenetwork element stores a current policy tree of classes. The classesrelate to qualities of service of packets being processed by the networkelement. The method compares the classes of the current policy treewith classes of the new policy tree. The method selectively deletesclasses of the current policy tree based on the comparison of the classes.The invention may be implemented as a machine readable medium.
