Methods of solving a problem with possible difficulties in identifying damages immediately after an earthquake, a problem with safety confirmation important immediately after an earthquake, and a problem with earthquake prediction immediately before an earthquake. Improvement in earthquake prediction system immediately before an earthquake will be proposed by means of devices and networks.
