PROBLEM TO BE SOLVED: To obtain coding quality that is inexpensive and satisfactory for coding and decoding of a video signal obtained by using a dedicated progressive video codec by grouping a pair or an even number of continuous interlaced fields and transforming them into a super frame by using geometric transformation. ;SOLUTION: Respective pairs of fields (n), n+1, and n+2, n+3, n+4,... are combined by a mapper, and super frames (m), m+1,... are respectively formed by using transformation T. The transformation T maps the first field of each pair into the upper half of each super field and the next field into the lower half of the each super field. As a result, even though a boundary corresponding to a boundary between two fields exists in the upper half of a super frame, correlation between adjacent lines in the super frame is the same as correlation between adjacent lines in the original field.;COPYRIGHT: (C)2000,JPO
