The present invention is a system for customizing cosmetics to customer needs for inquiring of a customer about needs on cosmetics by a cosmetic sales person in a shop having an annexed small-scale cosmetic plant and preparing cosmetics, the small-scale cosmetic plant including: means for blending materials based on an optimum formula for the needs to prepare a small amount of cosmetic bulk; means for molding the blended cosmetic bulk if necessary; and means for setting the cosmetic bulk or cosmetic mold into a container or a case. According to the present invention, it is possible to resolve drawbacks associated with conventional sales styles of cosmetics and to sell cosmetics adequate for customer needs promptly without an inventory stock of items in the shop.
