PURPOSE: A process of preparing water- and oil-repellent powder improved in formability, feeling in use, adhesiveness to skins, coatability or the like while maintaining oil repellency is provided. Whereby, the modified powder has excellent durability on the skin and can be used in foundation, eye shadow, two way cake, face powder or the like. CONSTITUTION: A fluoro compound of formula 1 and N-lauroyl-L-lysine are mixed under alkali aqueous environment and added with an acid. And then the precipitate is washed three times and dried at 120deg.C for 10 hr to produce modified powder. In formula, n is an integer from 6 to 18 and m is 1 or 2. The cosmetic composition contains 0.1 to 60% by weight of the modified power.
