PURPOSE: An electronic commercial transacting method for relaxing a regionalism is provided to perform a delivery smoothly without a regionalism by applying a discount rate when a user buys a commodity produced in other region in an electronic commercial transaction introducing regional special products, agricultural products/marine products, and tourist commodities. The user selects a commodity for buying the commodity(S306). If the user tries an order for buying the commodity, the web server system analyzes producing district information of the commodity and compares the information with the birthplace, the permanent address, and the place of residence of the user being stored in a buffer(the temporary storing unit)(S307). If the producing district of the commodity is not identified with one out of the birthplace, the permanent address, and the place of residence of the user, a price of the commodity is displayed by applying a discount rate(S308). After the user buys the commodity(S310), the web server system adjusts a commodity buying rate of a user district(S311).
