PURPOSE: To provide a technology capable of eliminating an illegal parking in a pay parking space on a road without paying a specified parking charge and capable of easily monitoring the pay parking spaces for illegal parking even if a plurality of pay parking spaces are located in plural areas. CONSTITUTION: This parking meter, which is fixed inside or near a pay parking space on road, has an infrared ray transmitting part 11a and receiving part 11b for sensing an automobile which entered the space, a parking time management portion 12 actuated by an automobile sensing signal, and a noncontact card processing portion 14b for performing reading and writing operations on a noncontact card to adjust the parking charge.
