PURPOSE: An apparatus for constructing operating platform environment of a mobile phone and a method for upgrading an application program using the same by wireless are provided to be convenient in the development and maintenance of an application program and a browser, and shorten an upgrade and wireless download time and activate a wireless data communication. CONSTITUTION: A mobile virtual machine(240) embodies a virtual hardware on a mobile phone, executes an application program, and performs a wireless download of the application program. A file interface module(210) records and reads data in a memory of the mobile phone through the mobile virtual machine(240). A graphic user interface(220) provides a graphic function and a component to a user interface to an LCD(140) according to the execution of the application program performed through the mobile virtual machine(240). A device driver(230) is connected with a serial communication port of the mobile phone, and provides a driver suitable for an external device.
